Oman E-Invoicing (Fawtara) on Odoo: What to Do Before 2027

An engineer pointing at a workflow dashboard on one of two monitors while a colleague in a headset works through a list of records on the other

Oman e-invoicing, called Fawtara, becomes a legal duty on 1 April 2027 for businesses with annual supplies above OMR 5 million and on 1 October 2027 for every other VAT-registered business. Invoices travel as structured PINT OM data through an accredited service provider. Odoo has no built-in Fawtara support, so preparation starts with your data.

Two dates in law, and why you may have seen others

In August 2026 Oman’s Tax Authority issued Decision No. 189/2026. It amends the VAT Executive Regulations and, for the first time, puts e-invoicing into law. It was published in the Official Gazette on 9 August 2026, and it sets two start dates based on how much a business sells in a year, rather than on a phase the authority assigns you:

  • 1 April 2027 — taxable persons whose annual supplies exceed OMR 5 million.
  • 1 October 2027 — every other taxable person, including small and medium businesses.

Ahead of that, a pilot group of about 100 large taxpayers chosen by the authority began issuing e-invoices in August 2026. Their participation is voluntary, and any other business may opt in early. Nobody is legally required to issue e-invoices before 1 April 2027.

Why the Tax Authority’s own FAQ shows different dates

The Tax Authority’s e-invoicing FAQ still lists an older four-phase plan: August 2026, February 2027, August 2027, and government entities in a February whose year is still to be announced. When we checked it in October 2026 it had not been updated to match the Decision. Advisers including Alvarez & Marsal and Comarch treat the Decision as the controlling text and recommend planning against its dates. We agree, with one caveat: the Decision does not deal with government entities as issuers, so their date is still only an announcement.

Which date applies to you

Work it out for each legal entity from your own figures; do not wait to be told. If you belong to a VAT group, check every member. If a figure sits close to OMR 5 million, ask your tax adviser to confirm which period counts before you rely on it.

How Fawtara moves an invoice

Fawtara uses what the Tax Authority calls a five-corner model. You (corner 1) send the invoice to your accredited service provider (corner 2). Your provider checks it and passes it to your customer’s provider (corner 3), who delivers it to your customer (corner 4). At the same time, tax data goes to the Tax Authority (corner 5). Our five-corner model explainer walks through the same shape using the UAE as the example.

The invoice itself is not a PDF. It is a structured XML file built to PINT OM, Oman’s version of the Peppol international invoice format. The PINT OM billing specification, version 1.0.1, was marked final on 29 July 2026. Once the duty applies to you, paper invoices, PDFs and emailed images no longer count as tax invoices.

Two details matter for planning. Business-to-business invoices are exchanged in real time. And consumer invoices are not left for later: simplified (B2C) invoices follow the same dates as standard ones. For a sale to someone with no VAT number, your provider sends only the tax data to the authority, and you give the customer a readable copy with a QR code on it.

What the UAE has already taught Odoo companies

The UAE runs on almost the same model: a five-corner network, accredited providers, a Peppol-based format called PINT AE, and a pilot that started on 1 July 2026. UAE businesses with revenue of AED 50 million or more go live on 1 January 2027, and everyone else on 1 July 2027. Oman’s two dates each fall three months later. That is a short head start, but Odoo users in Oman can watch a neighbour go through the same steps first.

We work on the UAE rollout from our Dubai team, and we have built a working Odoo connector for one UAE provider, Wafeq. Here is what that work has taught us, in the order it tends to cause trouble.

The format is the easy part

Producing the XML is predictable engineering. Invoices fail on data: a customer with no tax number, a tax that could mean two things, a product with no classification code. Our PINT AE format explainer shows the kind of fields involved; PINT OM asks similar questions under Oman’s own rules.

Every invoicing channel is in scope

Companies tend to find the point-of-sale terminal, the web shop and the intercompany spreadsheet in the last month. In Oman this matters even more than in the UAE. The UAE has left business-to-consumer transactions out of scope until further notice; Oman includes simplified invoices from the start. If you run Odoo POS in Oman, it is part of the project.

Choosing a provider does not make you compliant

Signing with a provider gives you the channel. It does not make your invoices valid, because the provider will reject what does not pass its checks. Choose on fit, and build your Odoo side so that switching provider later does not mean rebuilding it.

What to fix in Odoo now, before you pick a provider

None of this depends on which provider you choose, so there is no reason to wait.

Customer tax numbers

Collect the Oman VAT number of every VAT-registered customer and store it in the proper field on the contact, not in a note. This is the slowest item on the list because it depends on other people replying.

Company details and addresses

Your own company record needs its VAT number and registration details. Customer addresses need to be complete and structured, with country and region held as values rather than typed text. Foreign customers and suppliers need their own identifiers.

Tax mapping

Ask finance to write the intended treatment beside every tax in Odoo: standard-rated, zero-rated, exempt, out of scope, reverse charge. Oman added items to its zero-rated list through three decisions in September 2026, so check product taxes against the current list while you are at it. Imports need extra care: the Tax Authority says imports of goods report the customs declaration (bayan) number, and reverse-charge imports need self-billed e-invoices.

Products and units

Add HS classification codes to goods and map units of measure to the standard code list. Catch-all products created once for a rush order are the lines that fail.

A list of every channel

Write down every place an invoice or receipt is created: Odoo Accounting, Odoo POS, the website, a second system at a branch, anything done in a spreadsheet. Each one has to produce an e-invoice.

When to choose your accredited service provider

The Tax Authority opened provider accreditation through its Fawtara portal in 2026 and lists accredited providers there. Published counts differ between sources and change as more providers pass, so check the official list rather than a vendor’s article. The Decision also requires the authority to notify taxpayers of the companies it has licensed.

Our view on timing: if you are above OMR 5 million, choose now, because your provider’s test environment is where your data problems show up. If you are below, aim to have chosen by early 2027, which leaves room for testing before October. Either way, ask each provider three things. Is your build on the final PINT OM 1.0.1 rules? (The July 2026 release changed how invoice IDs are checked.) How do rejections reach us? And what does leaving you look like?

One rule for groups: the Tax Authority says companies in one VAT group that share a tax number must use the same provider.

How Odoo connects to Fawtara

Odoo does not talk to the Tax Authority. It talks to your provider, and your provider talks to the authority. That is the whole architecture.

Odoo’s standard Oman localisation gives you a chart of accounts, taxes, the VAT return and fiscal positions. When we checked Odoo’s public source code in October 2026, the Oman localisation in Odoo 19 and Odoo 20 still covered accounting only, with no Fawtara or PINT OM support. A few third-party apps on the Odoo App Store now offer PINT OM output. We have not tested them, so judge any of them on a trial run with your own invoices.

Whatever you use, the layer between Odoo and your provider has five jobs. It builds the PINT OM document from the invoice record. It checks the document inside Odoo before it leaves. It submits it to your provider. It shows rejections in plain language to the person who can fix them. And it keeps every submission and response with the invoice, because the Tax Authority says archiving is the taxpayer’s job, not the provider’s.

What happens if you are not ready

As of October 2026, no penalty schedule specific to e-invoicing has been published, and no grace period has been announced. The general VAT law already penalises deliberately failing to issue a required tax invoice; Alvarez & Marsal cite Article 100, with fines of OMR 1,000 to 10,000 and possible imprisonment. Once the duty applies, a PDF will not be a tax invoice. The Decision does create a way to apply for a temporary exemption, with reasons, as long as you keep filing and paying on time. We would not plan around it.

Being straight about our position

Inwizards is an Odoo development company with teams in Dubai, the US and India, building software since 2009. We are not an accredited service provider in Oman or the UAE, and we do not sell an Oman connector today. What we do is the work on the Odoo side: data readiness, tax and product mapping, and building the integration to whichever accredited provider you choose. Our Odoo support and maintenance team then keeps it running. UAE e-invoicing for Odoo shows the checklist we use next door, and most of it carries over.

Nothing here is tax or legal advice. Confirm your date and obligations with your tax adviser and the Tax Authority’s published texts.

Where to start this week

Take ten recent invoices, including a credit note, an export, an import and a POS receipt. For each one, check whether Odoo holds the customer’s VAT number, a clear tax treatment, a classification code for every product and a structured address. Every gap you find is part of your project. If you also run your sales pipeline in Odoo, our Odoo AI CRM work covers catching missing customer data at the moment a record is created.

FAQ

Common Questions

When does e-invoicing become mandatory in Oman?

Under Tax Authority Decision No. 189/2026, e-invoicing becomes mandatory on 1 April 2027 for taxable persons whose annual supplies exceed OMR 5 million, and on 1 October 2027 for all other taxable persons. A pilot group of around 100 large taxpayers started voluntarily in August 2026, and any business may adopt early. The Tax Authority's FAQ page still shows an older four-phase plan; advisers recommend planning against the dates in the Decision.

Does Odoo support Oman e-invoicing (Fawtara)?

Not out of the box. As of October 2026, Odoo's standard Oman localisation covers the chart of accounts, taxes, the VAT return and fiscal positions, and in Odoo's public source code for Odoo 19 and Odoo 20 it includes no Fawtara or PINT OM support. You need an added layer that builds the PINT OM document, validates it and sends it to your accredited service provider, plus clean customer, tax and product data underneath it.

Does Odoo send invoices directly to the Oman Tax Authority?

No. Under the five-corner model, Odoo sends the invoice to your accredited service provider. The provider validates it, delivers it to your customer's provider and reports the tax data to the Tax Authority. A company only connects directly if it has itself been accredited as a service provider, which means meeting the authority's criteria and passing its tests.

Are B2C invoices included in Oman e-invoicing?

Yes. Simplified (consumer) invoices follow the same dates as standard invoices. For a buyer with no VAT number, your provider reports only the tax data to the Tax Authority, and you give the customer a readable copy carrying a QR code. This differs from the UAE, which has left business-to-consumer transactions out of scope until further notice.

What are the penalties for missing the Oman e-invoicing deadline?

No penalty schedule specific to e-invoicing had been published as of October 2026. The general VAT law already penalises deliberately failing to issue a required tax invoice, and once the duty applies to you, a PDF or paper invoice no longer counts as a tax invoice. No grace period has been announced. Decision No. 189/2026 does allow a business to apply for a temporary exemption, but that is not something to plan around.
